It should be the simple basics as in the MC PC you can date first, if you want up to gen7 so there would be a total of 14 characters to choose from.
7 Males, 7 females and if you wish you can involve the Rival characters in it for added people so those that want to romance Gary Fucking Oak won't be left out, tho it'd be a little more people added into your workload.
As you go through the main project you could add in side projects or revamp the game to add in Gym leaders and E4 memebers ether to the main plot of you can make a side version.
Kind of like this in an options menu:
"Date a protagonist!"
"Date a gym leader!"
"Date a rival!"

This worries me. I'm not expecting a full agile-based scrum setup with Trello boards and user stories, but you ought to have some form of task planning. If this project dies, this laissez-faire attitude will almost certainly be the cause.

I can now use Maya like a level 30 Pancham. This opens up sites like https://www.models-resource.com/3ds/pokemonxy/ for use.
We can now utilize 3D assets from the actual Pokemon games!
