OP or not, it's definitely unfair with its type based damage. My suggestion for balancing:

Spikes and Toxic Spikes affect everything except for fliers and those with levitate. So why not have SR do the opposite? Hit only fliers and levitators for a set health percentage, equal to 2 layers of spikes, perhaps?

Your pokemon can loose 50% of their hit points upon switch in regardless of defence values. it needs to be changed to a one use thing so it has to be reset after some one switches into it. That or you change it to neutral damage.

If you have a problem using Defog, just get a Tentacruel or something. Hell, use a Sandslash and use it to also set up rocks. If you have a problem with something, adapt to the situation and use cognitive thinking to find a solution.
