Slow Start for no fucking reason.
He has a terrible BST (660) and a lower BST than nearly every box legendary but they don't get "abilities" that immediately make them useless.

Either keep the ability and give Regigigas a BST of 1200 or ditch Slow Start entirely.

How about this? It's actually decently fast with this spread, reaching 274 Speed with Jolly or 249 with Adamant nature.
Its bulk is its real strong point, though.

What went wrong is that the purposely decided to make Regigigas shit. Not only does Slow Start last for 5 turns and reset upon switchout, but Regi doesn't learn Protect or Substitute. It has no way to mitigate Slow Start, and it's shit in doubles too, where it could maybesorta afford to sit there and wait for Slow Start to go away.

IIRC the Regi lore in R/S set up regigigas and how it was deliberately kept away from its servants.

I don't even fathom why they tried so hard to make Regigigas so useless. Even if they'd have given it a decently useful ability it likely wouldn't have been any more broken than pretty much any of the other legendaries introduced that gen.

slow start now decreases atk, sp-atk and speed by 3 stages on switchin and increases them all by 1 stage every turn indefinitely
