130 in Attack because Dragons often have high Attack stats, especially pseudos. I feel that an Eeveelution is always very generic in its stats. Vaporeon is a bulky water, Jolteon is a speedy, frail special attacker, etc.

110 in HP, because Dragons have high HP, on average.

95 in Speed. It'd be offensive, but not too fast.

65 Special Attack, and 60 in each defense.

Depending on the design, I think you could switch the HP and Speed so it has 130 / 110 offenses.
