Not much to do in Johto, most new mons available only after the E4 or right before Red (hello Larvitar), two new types hyped much when exactly 2 (two) are available before Kanto : Magnemite, a gen 1 pokémon and Umbreon, an evolution of a gen 1 pokémon.
Forgetable gym leaders (aside Whitney and Sandra for meme reasons and Jasmine).
ALSO THAT FUCKING LEVEL CURVE HOLY SHIT
Kanto is a barren place where there's nothing to do, oh well I guess there's another 8 gym leaders that just fucking sit in their gym all day like in Johto.
So while it isn't the worst game, it has a fuckton of flaws.
And sadly, remakes did everything the same.

Johto is a shit tier region because GF wanted to include "muh Kanto."
But Kanto is a barren wasteland, so you end up with two unfinished regions instead of a full one. Not to mention no consistency between wild mon levels and trainer levels until you hit Kanto.
At least they fixed Kanto in HGSS... but Johto is still a garbage region filled with shitmons.

No games have introduced so many improvements and innovations among the previous instalment like GS did after RB. There was more to be improved on then, but there are exponentially more resources available now.
People criticize GS Kanto for being barren, and they are right. But this was a time where GF tried to do more even though there were limitations and pushed in what they could. I haven't seen much of that attitude since.

People who say the level scaling is bad because of grind are just parrots and sheep
For me, other than the low levels, it's definitely the Johto Pokemon locations, and especially how little focus is put upon them. People complain about Kalos and Alola having few new Pokemon, but at least major characters and bosses consistently use at least one of them. Half the Johto Gym Leaders don't at all, while the game's Champion doesn't either. Doesn't help that so many of the new Pokemon were obtainable way later than they should or during the Kanto stretch. I loved GSC as a kid, but even then I felt the placement and usage of the Johto Pokemon was a massive flaw. While it gave the rare ones a sense of mystique, most of them weren't strong or interesting enough to warrant this.

Kanto's inclusion had nothing to do with Johto's quality.
Johto itself was actually at risk of getting trimmed down as they were running out of space but Iwata's compression gave them enough space to let them fully include Johto and throw in a trimmed down Kanto as a bonus.
