What did Game Freak mean by this?

Red is the only canon version of a player character (and even he doesn't have a clear answer to what his starter was). Everyone else is just whoever you played as with whatever Pokémon you used.

There was only one choice in GS, so Ethan is canon. Hilbert was made canon in XY. For the rest, some arguments can be made as to why the male character is the canon one, such as Shauna's entire existence, or BW2 protagonist "resembling" Hilbert, a hard feat for a female.

Yes, but he only appears if you pick Hilbert. There's also "found his true love" part. He makes it quite clear in BW2 that his true love is Hilbert, mentioning him and "the summer two years ago" many times, how "the boy toyed with his heart and left". All of this fits Hilbert perfectly. Unless you can give another character who fits this description, Hilbert is the only choice we have.
