I don't think you have your Abilities straight, Magic Guard negates all entry hazards and status so it doesn't lose 25% HP every time it comes in with Rocks up. Plus it learns Defog. The other weaknesses I mentioned are less important than the Rock weakness. It also takes neutral from pretty common offensive Types like Water, Fire, Ghost, and Fairy. You can't help its defensive Typing issue but you can give it a niche with a Rocks-immune, Ground immune, Defogger with recovery.
