And if you look directly at it, you'll notice that Popplio is still a Popplio, so for them to reveal that Popplio and litten evolving once not twice. So that would either mean two things, I was right about that incineroar being just for show, and that scene takes place really early in the ads season, i'd say about episode 30 to 40. As for evolution based on popularity, it's not necessarily true, but it has a factor in it, ultimately it goes down to what the storyboard wants, they have the power to influence the audience and popularity of each pokemon, evident by Oshawott's gain of popularity after BW.

Actually, Incineroar's dead last according to this one (unofficial?) poll, where Primarina is first and Decidueye is second.

Last I checked Pixiv, Decidueye's got more fanart, while Primarina is second and Incineroar last too, but that one's subjective to whether it matters or not since not that many people that play the games draw.

As for pixiv, Decidueye is part of Rowlet's family line, the most popular basic grass starter, so it's bound to have a good number of fanart.
Incineroar isn't doing as bad as people think though, it does get a lot of complaints about being another bipedal fire fighter, but all in all it's fairly liked, it's also the most popular in refresh, that's something I guess.
Primarina is all around popular, in fanart and in game, while also seeing more usage on battlespot and in competitions.
So yeah, it's looking more likely to be Prima, but the rest are still up there.

And even that fanmade one you keep on talking about, Decidueye might of been second, But then you have to look at the shares, Decidueye has more shares then the other two, incineroar was in second place at a time, but then he got surpassed by primarena, you can go ahead and look at it now, Decidueye got s over 700 something shares primarena got 600 something, and incineroar is struggling at 400 something, and did I forgot to mention that I always see Decidueye on top of every list that involves top overrated or top popular alola pokemon, or just the alola starters in general.
