Human design, something we're familiar with and have an easy time accepting, mixed in with fantasy elements that make it not a human and interesting. Simple, but bright color scheme adds to that.
I think her bangs could stand to be shorter and opposable thumbs would help, but those are mostly my only problems with her.

You don't know that. That's the same as claiming Alakazam's spoons or Charizard's fire are made of skin. Pokemon have always had random part on them they shouldn't have. It being clothing of some type isn't farfetched it all.

It's dress is clearly attached to it's body and is the same exact color as it's face, neck/chest and legs. Plus, if Machoke/Machamp's speedos are it's skin, why can't Gardevoir's dress be skin?

I'm not sure how you come to that conclusion. Something that applies to one Pokemon doesn't necessarily apply to all. There are Pokemon with clothes. Sawk and Throh, Mimikyu, even something from Generation I, Hitmonchan. There's nothing to suggest that's just part of their skin, not clothes.
Unless there's some evidence that suggests Gardevoir's dress is part of its skin, it's all just guesswork. It looks like clothes, so I'm going with clothes. That's my reasoning. There's no evidence either way, so go with whatever you want to believe.
