GF likely prioritized having a new idea for how the Championship would work over adhering to a hint thru made 3 years prior. Also alternate universes.

Sun&Moon is after XY of course. What the Backpacker is talking about is how the region has a far different kind of Champion from the other regions. In Alola there is no Pokémon League but you can still be the Alola Champion defeating the 4 Kahunas on Mount Lanakila (as their tradition tells us. The Bakcpacker says the Champion is "really something else" simply because he/she becomes Champion after the trials, the big trials and the final trial on mount Lanakila. Kahili and Kukui are examples of former Island Champions (not recognized by the Pokémon League, but only to the Alolan people). The only exception so far, and the first one of course, is Sun&Moon protagonist who actually becomes a recnognized Champion and therefore the first ever Alola's Pokémon League Champion. That doens't meant there were no former island champions in the past, on behalf of that, all the people on the top of mount Lanakila are former Champions or simply people that actually finished all the trials in the past.
The Backpacker was right then, their Champion is "really something else" because he/she is not a Pokémon League recognized Champion, but it's their Champion anyway.

If I remember correctly, around the time XY was released, Masuda stated in an interview that production had actually begun six years prior, which would put it at 2007. They had plenty of time to think things out.
