I wouldn't say that it's forgettable, more that it's not something that most casuals would run into. This happens with every new generation.
For example, Fire Lash. I would bet that 95% of people have never encountered it on cartridge.
Truly forgettable moves are things that have been around for a while, but aren't any good. Constrict is only known for being absolute trash, and vicegrip is just another normal type move.

Crit rate was based off Pokemon's Speed.
The problem is, high crit moves were EIGHT times more likely to crit, meaning some Pokemon always critted with these moves.
The joke is that crits ignored all stat changes, even ones that would help the user.

Rolling kick. Cool name and cool animation, but the move itself is just all-around shit: 60 bp, 85 accuracy, and the 30% flinch chance is pretty worthless since most of the pokemon that learn the move are slow as fuck, and that's on top of the 85 accuracy I mentioned earlier.
Hell, I even ran an experiment with a super gimmicky scarf Machamp set with rolling kick and it was STILL shit.
