Nigga, Espeon's stat spread is literally Gengar with +5 HP and +20 Special Defense. It's pretty much the optimal stat spread for a special sweeper.

Espeon is outclassed entirely by Alakazam and its mega form. It's not exactly *bad* but its sure as hell is not a good mon. It's movepool is also pretty bad, a psychic type not having access to Focus Blast is a death sentence.

The tiers are only based on usage. So generally if there is something similar but even slightly stronger, it will see more usage. Or sometimes things end up in high tiers due to perceived value or general popularity. People thought Electivire was strong enough for OU in the beginning of Gen 4.

But being somewhat outclassed by another Pokemon or not seeing enough usage due to things like megas, legendaries, UBs, etc. does not make a Pokemon objectively bad.

Espeon can be used with relative success in standard. It just isn't "click to win" like a lot of Pokemon are now.

Why do you think fanmade tiers that work under fanmade clauses mean anything? Of course Espeon is going to suck under Smogon's rules since Baton Pass is pretty much entirely banned and Espeon's main role in competitive play is to block status moves in Baton Pass chains and sweep with Stored Power. In general: of course a Pokemon is bad if you completely nerf its best attributes. Similarly, Gothitelle is PU (=dogshit, according to your list) under Smogon rules but that's only because Shadow Tag is banned. Under official rules Gothitelle is really good and it was used in a world champion team in Gen VI.

One of the few reasons I hope megas stay, golurk is fucking amazing design wise but fuck are those stats shit. Just give it a mega that ups its attack a bit and improves its defenses. Maybe make a new recovery move, auto repair, and give it to robotic pokemon.

Now Glaceon, that's an Eeveelution held back by poor stats.

Are its stats really that bad? I think it just needs Recover, Haze, Scald, and a better physical Electric move. Maybe buff Wild Charge to 120 BP. Its movepool is very vast so I think its underrated if anything.
