Charizard was UU in Gen 1 (Just a severely worse Moltres). BL in Gen 2 due to Belly Drum, and Gen 3 due to Bell Drum + Salac Berry (Still needed huge support to get rid of anything with more than 100 base speed and acess to a SE move against him). Deleted from the game until Gen 6 happened with his 2 megas and defog changes. I'd go with Pinsir, It took quite a while.
Honorable mention for Porygon-Z with Z-Conversion. Porygon-Z being BL in Gen 4, then UU in 5/6 then going back to BL again in S&M. With Conversion, while not being a pokemon took 7 gens to be good with Z-move introduction.

If we applied today's tiering procedure to gens 1-3 Zard would very, very likely be UU or lower. The way BL and other low tiers were decided in the past gens (and in gen 4 as well before the so called obi's proposal) depended on the whim of whoever was currently in charge of managing the tier list. This doesn't make sense to me as Marowak and Kum have a viable niche due to their typing and stats. They have serious flaws (speed for example) but they also have great features. Muk has great special bulk and a typing that allows him to deal with or throw off most tapus. Just his existence on the team will make Lele always consider not using its huge psychic stab or even switch in until Muk os dealt with which is a great boon to the team. Same with Koko and Marowak to the point that Koko runs Uturn AND Volt Switch and Kartana had to run dark coverage.

Electrivire meanwhile doesn't have any stand out stat or typing and requires playing into an electrive move to reach a more viable speed and its attack falls just too short to actually hit anything hard enough to pull a sweep. It's just a bit too gimmicky and tries to work as a sweeper whereas Marowak and Muk aren't meant to sweep but to force your opponent to play their hand differently and put a dent in the opponent's defenses

The Tapus presence make it a great pivot, it can tank Koko decently enough, stop Fini in its tracks, switch in as a scout for Lele (since its frequently choiced) and then heal on the switch out, and check Bulu. Knock off utility is very good to the point half the time I see Fini stay in on it to take the knock off.>>32196884

Politoed only got hit hard because, unlike OU; UU and under ban Drizzle. So even if he could serve well in the UU tier, without its Drizzle ability it becomes a lot less interesting.

Drizzle is currently banned in SM UU as well. So once Pelipper drops below the 3.41% usage in OU (won't take much longer) it'll drop straight to NU/PU.

It won't stay OU unless Pheromosa drops.
Pheromosa is faster, doesn't take 25% from Stealth Rocks so it's currently the better U-Turner.
Megabee also gets hardwalled by most Steels, which Pheromosa again doesn't.
Even with Pheromosa gone, though, Scolipede can do much the same stuff Megabee can, one turn for Swords Dance and one Speed Boost later and it's already superior
