My point is that Primarina is a special attacker that gets Giga Impact to run off its shit attack and not Hyper Beam, while Decidueye and Incineroar are physical attackers with shit special movepools, yet they both get Nasty Plot and Decidueye has a uselessly high special attack.

If both Eelektross and Bewear can learn Dragon Claw, then I definitely don't see why Incineroar can't.
It makes more sense than it learning Leech Life.
