5% is moderately rare still. Rare is fishing without using a ripple though (1%).
Rare as far as SOS goes is Castform and Politoed, which aren't Alolan Pokemon but Castform only shows up during weather (1% iirc)

Politoed only shows up when called by a Poliwag, in Malie Garden, at night, while it's raining, at a 1% chance. I fucking wish I was joking.

Alolan Pokemon in general are relatively common but there are stinkers like Mareanie that need help to find. Otherwise the majority of them are pretty common or otherwise very conspicuous, like Wimpod.

Milotic in RSE. Feebas was a pain in the asshole to get, now to obtain Milotic it's even worse. I never found the item or someone to trade with because I don't know anyone who plays Pokémon, even less if it's gen 3.

Add to the difficulty that there is no GTS so I can't just ask for a Milotic.

Wild Munchlax in gen 4 were one of the stupidest things in the series.
