There is no reason at all to keep the boring starter triangle balanced, changing water's fire resist into fire weakness is the only change needed.
Fire is already one of the best types

I'd rather not have based Water starters get bodied by both of the other starters no matter what.
I'm fire lover, the type is good enough as it is, don't need changes.
If anything, just make Grass resist Fairy, give better mons aside from Mega-Venu and Tangrowth, better movepool for some as well. Fire and Grass both synergize so well, but I have problems because I can only make use of Tangrowth, I'd use Venu, but the Poison-type nullifies the reason I want to use a Grass Type (ground resist), some Dual-Types doesn't do justice as well, often paired with a secondary typing that doesn't resist super common moves, like Celebi with it's psychic type, always vulnerable to the always present dark type moves, Shaymin doesn't have anything special and Sky-forme banned to ubers due to Serene Grace and high speed. It would be nice if they fixed stealth rocks damage for all 4x weaknesses as well, but I don't care enough.

Make more physical attackers with good bst distribution. Darmanitan +10 speed
Make more walls. Arcanine, Charizard X and Heatran are it.
Give morning sun/recover to more Pokemon. Arcanine/Rapidash (lol) Volcarona.
Fire is good for both atk & def but it's rarely well optimized.
Just buff Entei.
Give it Intimidate, Earthquake, Swords Dance, Close Combat and make Extreme Speed a level up move instead of event only.

I think Intimidate might be a bit too much vs any Physical damage dealer in conjunction with Sacred Fire, but it would give him an excellent niche.

The point is having water beat fire, fire beat grass, and grass beat water. That change just makes Water less desirable of a type.
