Sun and Moon were in production even before XY were released. Z was never supposed to be released after XY in the first place. Nothing was "moved", this was all planned beforehand.

This had to be the most disjointed story in any Pokemon game. The 'central' parts of the story like AZ just felt like they were thrown in at the last minute.

If this is genuinely true, that just means they deliberately withheld content intended for gen 6, then very poorly threw it into gen 7 where it didn't belong.
I'd be more forgiving if they had a Z version planned, and just needed some way to deliver content they worked hard on. But Zygarde is so incredibly out of place in Sun and Moon, i'd prefer to belief the whole thing was the result of shortsighted planning. If it was planned from the start, there's no reason Zygarde couldn't be integrated into the story more, acting as earth's antibody to the UB threat.
