Why are Oranguru and Wishiwashi the best Pokémon from Gen 7?

Wishiwashi was very nearly a complete monster.
The only thing holding it back is its speed, less than great movepool, and ability that acts more like an evolution and thus doesn't help it in battle. Its HP is uber low but the high defenses make up for it.
It's basically a Cacturn with higher attack stats. But with slight adjustments, the thing could've been a monster of OU or Ubers.

Well, it's mostly because Cacturne has options in support(Spikes), setup (SD, NP), and priority (Sucker Punch). Wishiwashi pretty much just clicks damaging moves and its coverage is pretty basic. U-Turn is interesting. also this >>32177836

Point is, Wishiwashi can actually take a hit better than Cacturne

I mean, even if you ignored Wishiwashi's great defense stats the fact of the matter is that Cacturne will most likely still be investing in speed whereas with Wishiwashi you're definitely going to put some EVs into bulk. Wishiwashi is clearly meant to take hits, whereas Cacturne is not.
