Some mons are just meant to be shit. And Tail Glow and Quiver Dance are definitely not meant to have wide distribution. They make little sense on Lumineon.

I'd like to see something that plays the bioluminescence angle, though the only thing I'm coming up with currently is an ability that is like intimidate but for accuracy. Which would be extremely annoying.
