Because kids go on there, deposit something thinking "wouldn't it be funny if I got a legendary for this caterpie" and then leave it there to rot, only for me to inject a bunch of shitty 0IV legends that only know roar and give it to them

Its better if you deposit a pokemon and ask for one that you want. That's how I finished my dex. It's highly successful though I'm not sure how well it'll far now

This is what happens. Any reasonable trade gets taken. So you have over time an accumulation of trades people don't want to make that add up.
