You're going to have a bad time if you look at my source code. In pseudocode:
I created an array of type and dual-type frequencies in canon pokemon. I floored this at 2/802 so that unseen types could be represented. This array is shuffled and outputs a type per 'family'. Families are between 1 and 3 in size: 11% chance of 1 stage, 71% chance of 2 stage, 18% chance of 3 stage. In families, secondary type changes 25% of the time.
So for each stat (HP, DEF, etc) it found two examples from canon pokemon of the same type which was stored in an array. Then it randomised a number somewhere in between those two. (For the record, I looked up distribution functions and couldn't get any of that shit to work in Game Maker.)
If it was dual type it did this calculation for both types then averaged out the result. For the legendaries, it divided the result by the total to get a ratio then multiplied by a number somewhere between 500 and 700. So they're big tough boys. If I was smart enough to create an array storing family size, I'd generate stats based on stage too.
