So, instead of lowering all stats it just lowers the attack and spattack now. That sounds like a buff to me.

GF like the idea of making Pokémon with great stats, moves or abilities and then making the other severely hinder them.
Regigigas, Slaking, Shedinja, Wishiwashi etc.

It makes for interesting Pokémon, but they tend to get the balance off and just make them shit.
