I think it could be dealt with if it weren't so goddamn fast. 102 Speed gives it just enough to outpace a wide margin of 'generalist' type Pokemon, who usually have 95-100 base speed.
When considering a Pokemon for my team, I have to see if it's faster than Chomp, and if it isn't, it really hurts the odds of it landing a spot since Chomp will probably tear through them in 1 turn, it's too strong. Garchomp really kills creative team building imo, since anything that isn't built to kill him directly gets taken out.

Garchomp was the only flawed part of it, anon. It fixed so many issues with the series on a competitive level it was insane. P/S split, actually good moves for Bug types, new moves that let other types have STAB on par with Earthquake/Flamethrower/Ice Beam/Thunderbolt, new mons that weren't slow, shitty mixed attackers, there were a ton of super important changes to competitive just in time for online.
