There's the theory that there were originally 8 trial captains and Melemele had two. Mina was supposed to be the normal type captain who had the Smeagle, while Illma was the fairy captain. At some point they decided having two trials on Melemele was too much and cut one, but decided to keep Mina around for whatever reason. So Ryuki got the boot and Mina was forced into the last trial.

That also explains why 10 Karat Hill exists for seemingly no reason.

My guess, he was originally a trial captain but Gamefreak took him out, maybe having 8 trials was too much like gyms (even though gyms are way better IMO) as well as removing Mina's trial.
But they liked his design so kept him as a challenger.

Gen I's entire Elite 4 was made of people you barely knew anything about. It took Gen II to expand Lance's character and give Bruno another one-note appearance, Gen III gave Lorelei something else to do, and in Gen IV they introduced Bertha which may be related to Agatha. Meanwhile 3/4 of Alola's E4 is made of people who had an actual role in the story.

Yes, the characters are better defined now, but you said "nobody would say a thing about it" which means whether people will care. People care more about gen 1's characters than the others, so the newer the less popular(arguably n and lillie being exceptions) and then less people will care on whether its a literally who or not.
