That really only applies to old mons. Most of the Unova mons had pretty good moving sprites with a handful of old mons as well.
Lots of Pokemon's sprites in the first two gens looked weird compared to their artwork
Hell, even Gen 3 had a few cases of this (Nosepass's sprite looking like shit, Zangoose's claws being purple instead of black, and Salamence being the wrong shade of blue)
It wasn't until Gen 4 that the sprites finally started being completely accurate

Because Gamefreak are lazy hacks. Remember, the fucking gbc had platformers and even a few fighting games that had more going on in the screen than any pre gen 6 pokemon game did during battle, but it took the end of the DS life to get the trashy tweening and twisting sprites used in BW.

The thing is when you give a pokemon a certain detail you will have to remember that detail forever. For example that underbelly on slowpoke, now any time slowpoke is shown it is expected to have that detail. Why they gave them those details was either they thought it looked good or added to their designs.

Because they use more than four colours. RSE sprites look more rounded, almost pre-rendered. Gen four sprites don't involve dithering and use less colours than RSE, so they look cartoonish but the poses are uninteresting so there's a lot of character missing. I prefer RSE but the GSC sprites for me seem like a perfect use of the hardware given the limitations.
