How much autistic shrieking could be heard the world over if GF implemented this? Healing through items and special abilities (like "Regenerator") could still be possible, but it can't be flat out abused for cheap, boring wins.

You shouldn't do that. You'd nerf the most cancerous poison stallers, yes, but you'd be butchering lots of mons who didn't do anything wrong.
What toxic and toxic spikes (and stealth rock/thunder wave for that matter) need is a more sensible distribution.
Only actual ninja-like or sneaky, dirty-playing pokemon should get toxic.
Only mons with visible poisonous spikes on their design should get toxic spikes.
Only mons with chunks of rocks or detachable rocky parts should get stealth rock.
Only electric mons, a few steel types with machine properties, a few mons with fur dense enough to generate static should get thunder wave.
Half the problems associated with these moves is that they were given absolutely ridiculous widespread distributions. A chansey or similar pink blobs, that have soft bodies and are generally focused on the idea of healing, should never have gotten the ability to toxic or set rocks.
And I say all of this without having a problem with the moves themselves. Is just their distribution that doesn't make sense.
