Because it has all those different forms and a unique area devoted to it, plus a bunch of lore connecting it to legendaries, making it seem very important and powerful, but it doesn't do anything interesting in battle.
Unown should've been the Zygarde cells of Johto.

Initially existed as a shitty novelty to showcase DVs, then they were given backstory and connections to fucking God himself only to do nothing with it.

They also star in one of the best movies

The unique area isn't up to much either, you expect there to be something exciting after all the puzzles and all you get it some ok items and more rooms with unowns in them

Especially, unowns were shaped like the Latin Alphabet, with 2 pronunciation marks, that they look like they're bored, as they have half-closed eyes.

I wish they were transferred to SM, hopefully if gf would probably make an alolan version of it, but, only Kanto Pokemon will have Alolan forms, and then Johto would be next.
