They could have done one of 3 things:

The Delta Species in the TCG exist for the same reason. They had already done everything else they could with gen 3, so they had an extra year to do whatever the fuck they wanted. The result was a really fucking weird couple of sets based on an original region with something resembling a plot and a bunch of strange mechanics. The TCG hasn't done anything like that since.
