It's because the AI is generally programmed to choose a SE move, so if that Aerodactyl carried other moves it could get stuck on those instead. Whoever programmed this wanted to make sure you could lose an entire streak due to fliching, since it's generally pretty hard to outspeed a scarfed Aerodactyl. It's not an oversight, it's a conscious choice to create a strategy as cheap as possible
