The patterns Pokemon's been known for have been established in Gen III, because Gen I and II weren't made by a hack. The pattern so far follows quite well, there are two mascot legendaries and the third in the base games is just shoved off to the side and ignored so somebody else can later use it for something more relevant. Rayquaza, Ghiratina, Kyurem and Zygarde have ALL done this

Necrozoma is a terrible legendary, but in order to be disappointing, there must be expectations to fail. I had no expectations for Necrozoma.
Regigigas, on the other hand, was hype for me. The trio master of the golems, which were my favourite trio at the time of gen 4, and a strong design. Decent movepool, decent typing, decent stats...and a disAbility which makes it a complete joke.

It could easily be fixed, if GF is such a sucker for having it start slowly, just reduce it to one turn. Regigigas is buff enough, it can survive one turn of being completely useless. But not five.
