Hell, half the time even Steel types themselves wouldn't even use their own STAB if they had a secondary type. No Lucario or Skarmory sets ran Steel attacks prior.

Fairy is the problem. Fairy single-handedly weakened Fighting as a type to where its a detriment now. Otherwise, if Steel was like you say, Fighting would be seen more.
