That's debatable, AFAIK concept art doesn't specify if she was going to be playable or a rival, if the former was the case them she would have been outshined by Red because he is one of the franchise's faces alongside Pika (even if he isn't as relevant as he was back on gen 1)

Early conceptual art of a female standing in a circle with red and the rival suggests that leaf (back then called blue by the japanese) was originally intended to be a character but was cut for whatever reason. She has the same design and starter pokemon as the green (called blue in the japanense release) of the manga. This connection continues when this same character changes her outfit to resemble leaf during the chapters of the manga that came out with the gen 1 remakes. So if the programmers at gamefreak could have learned how to code females before crystal, crys (the female introduced in crystal as the first female playable character )and leaf would have been released at the same time as their male counterparts.

that is just a generic girl used for a visual pun relating to the original lyrics of the Japanese theme song (there's a line saying he's going to look for pokemon in many places, including "up that girl's skirt") and looks nothing like leaf's original design. therefore we can infer that she is not meant to be the anime version of of leaf.
