I didn't watch x and y or sun and moon yet, but i do know that piplup and oshawott both should have evolved. The only reason dawn's piplup didn't evolve is because it pulled a pikachu, and oshawott didn't evolve because they just didn't want to lose it's cuteness or something. I honestly thought it was going to evolve in that episode where it looses it's scallop in the fight with the zebra and trains with the big stone scallop it makes. when it gets back it's scallop it's faster and stronger from the training it did. That would have been a perfectly logical time for it to evolve. I was expecting it to evolve the entire rematch, but it just didn't happen.

Or it could just mean Toucannon is unaware of where the egg came from.
