Why can't Steenee learn any of the punch moves If she punches

She's just whacking stuff with her hair. That's not punching

Game Freak clearly wanted to focus Tsareena on her legs and kick moves. Pray for Blaze Kick as a tutor move.

Because Electric Punch would be the only "logical" one and Tsareena exchanges her hair smacks for using her legs.

For the same reason Pyukumuku can't, despite i's main offensive move is turning it's entire digestive tract into a fist

Thats not "punching", shes slapping. Steenee is doing a literal "bitch-slap" with her calyx. Bounsweet even learns DoubleSlap at the moment she evolves. And Tsareena is more of a kicker anyway.
