Passimian is over 6 feet tall and weighs 182 lbs, and is based on a football player, its HP being higher than its Speed makes sense.

But it's not Normal/Fighting

If you invest full in speed and attack, both stats are mediocre at best (339/284) and it can't take a decent special hit.
If you go full hp and attack it can take a couple of hits and hit hard but it's slow and has no recovery.
I really don't know what set use on Passimian because it seems it's not bad at anything but it's not good either.
