Better idea: keep its current ability, but make it so that all of Silvally's forms are Normal/[Memory Type].

Maybe it wouldn't exactly fix it, but at least that'd give Silvally some niche by being the only possible Normal/Ghost type instead of being literally Arceus with shittier stats and movepool.

Maybe this is too strong, he is ability now is, everything has 1.25 power, nothing has stab

There, now it's better. Plates/Crystals allow it to have an item if it wants to not be Normal, and moves help it either in a supportive role or offensive role.

Memories get individualized level up moves, where the Normal attacks are replaced with types matching the memory.
