No, it's just that the box cover legends are the worst designed we've ever had. Gen 4 had a motif of tacking a whole bunch of shit on mons. Look at these guys' faces. Look at Arceus's face. They were probably thinking 'hmm these pokemon are supposed to represent existence-ruling beings, let's add as many details as possible'.
