I got it from transferring my costume Pikachu through a secondary bank tool, hence it being the exclusive Hoenn version.
I don't know if it's considered illegal, the OT details don't match and therefore it could be considered illegal but I don't know if GameFreak is going to do anything about it.
When new information comes out about the OT details concerning the new event Pikachus, I can emulate those and it could be considered legitimate.
I could duplicate them and mass distribute them as well.
