A bellow 100 speed offensive mon can still be OU if your not frail as fuck. Golisopod doesn't need speed. It has amazing defenses, lots of priority options, and STAB Leech Life to stay healthy.

If it could somehow maintain emergency exit, then it'd be balanced. Otherwise, 80 power aqua Jet coming off of 140 atk is insane.

Spam Liquidation early to punch holes and explode non-resists, spam Aqua Jet late to end the game, toss out Leech Life and Rock Slide if there's an obvious switch-in coming and there's no Rain. Standard Mantine dies to Rock Slide after SR damage, while Leech Life takes out Mega Slowbro in two hits.
If it's raining you OHKO Black Kyurem with Liquidation after just one layer of Spikes. That's a Pokemon with 125/100 Physical bulk getting donked by a move it resists. Even Toxapex gets 2HKOed by Rain-boosted CB Water Bubble Liquidation. I personally don't see how Stall is supposed to deal with a wallbreaker like Water Bubble Golisopod.

Golisopod movesets are usually carrying 2-3 priority moves. Speed isn't the issue here.
