Why is GF so inconsistent with gendering legendaries? I mean

Why is GF so inconsistent with gendering legendaries?
I mean if they were all gender unknown then I wouldn't have any problems with it, but the fact that they do give genders to some of them just makes me question why. Either go all the way or not at all, don't half-ass it man.
