Bulldoze might be a bit strong for that. 60 power and 100% chance to lower speed, making it a lot like having sticky web up on the opposing pokemon. Not to mention it has a rather large amount of distribution via TM. Maybe if it removed one layer of a hazard at random.

Yes, but consider it for bulky support 'mons. Now you can have a Pokemon use a move that is about 2/3 the power of Earthquake, drops the opponent's speed by one stage, and gets rid of all hazards. Also, it's learned by things like Landorus, Ferrothorn, Heatran, Gliscor, Blissey, and many more, quite a few of which also get STAB off of it.
