Incineroar is debatable but you can't seriously say Decidueye has a better movepool than Primarina:
Scald, surf, moonblast, dazzling gleam, sparkling aria, hydro pump, psychic, ice beam, blizzard, shadow ball, energy ball, hyper voice...and those are just the purely offensive moves. Primarina also has a decent handful of supportive and defensive moves too.
To say Decidueye has a better moveset than Primarina is just plain foolish, especially when you consider that Primarina gets more out of energy ball and shadow ball than Decidueye does; a pokemon that gets STAB from said moves.
this turtle who was literally designed to be a tank is still 8 points than decidueye.

Decidueye has good moves too, the best part about Primarina is that it has moves that actually complement its stats perfectly. It's a wallbreaker and it gets pretty much all you could ever want from a wallbreaker.
I guess Moonlight and maybe Calm Mind would give it a different set to use, but I can't really complaint about its moveset as it is.

You can thank god awful stat distro for Decidueye for that coupled with the fact that Primarina has Sp. Attack up its ass and being THE strongest final starter Sp. Attack wise.

And as an Incineroarfag myself, even I have to admit Decidueye has at least a somewhat better movepool because it has more coverage options, whereas there's not a single move in Incineroars arsenal that can effectively counter water types.

Judging by Pixiv results, Japan Pokemon Center sales, and that one poll people post sometimes, I'd say the overall lines' popularity in Japan goes with Rowlet at the top and Popplio slightly trailing behind. The Litten line somewhat struggles to catch up with both of them, but that doesn't really mean much because it still has tons of fans anyway.
