Dugtrio has shit health and defence, bit good speed. Game Freak thought it would be a wonderful idea to take 10 speed points away and add them to the defence, a change so miniscule it adds nothing beneficial and just screws over Alolan Dugtrio given how vital speed is.

Not really. Alolan Raticate is not only slower, but also has less physical attack, and more weaknesses than its Kanto counterpart (particularly 4x weak to Mach Punch which reigns over lower tiers). It's a much worse trade-off than gaining the best type in the game as a secondary type. Even if Alolan Dugtrio is shit, at least its usable in NU thanks to good typing and still decent speed. Meanwhile Alolan Raticate has a meager 71 Attack stat backed up by a shittier 77 Speed stat, all the while gaining more defenses up to 70 and 80 (whopee its weaker than Phione).

Muk had the stats, it just needed a better typing. Poison/Dark (only one weakness) coupled with high HP and particularly Special Defense made it that good.

It's not the fact that it's an exclusive ability about hair. It's the fact that it's a shit ability.

If Tangling Hair worked like Poison Touch, as in, the contact Alolan Dugtrio causes on others has a chance of decreasing their Speed, it would've been much much better thanks to Sucker Punch.
