You can do this yourself with a homebrew 3DS if you follow the info accordingly.

Otherwise, if you want to request a Pokemon to one of the based injectors lurking around, google on how to use Gen7 Pkhex.

Basically you generate a QR code which holds the information behind the Pokemon you want (IVs, Evs etc.), however, for it to be legal, I assume you need to find your SID/TID, which you can google as well on how to find it, there is a subleddit (/r/pokemoncreate), with some injectbros willing to do a gts trade with one of your caught/bred pokemon willing to tell you your SID/TID etc info for further injecting.

Gen 6 and onwards, legendaries have guaranteed +3IVs (afaik), prior to that it was completely random.

To answer your question, before gen 6 you could have legendaries that had from 0 to 6 IVs.
