They could've made him settle down in Alola.
He doesn't seem to be actively searched for by the police and was even able to be on the world tournament. Though he probably hasn't changed over the years and is still pretty young, it would be nice to see him admit his defeat against two kids and just live a "normal" life.

He isn't actively searched. I'm not justifying any of his or his organisation's actions. Just saying that after he was referenced by the guy on the nugget bridge replica it would have been nice to know what he is up to atm. It has been way too long since Team Rocket was active so he probably gave up on his plans, this is why I would've liked to see him after all of this to see how much defeat and inactivity has changed him. I also like his taste in Pokemon, so there's another reason.

Literally any character that didn't appear. For the DPPt remakes, or the games that comes after those, they should honestly just make a Super Battle Frontier Spectacular, where we have all facilities known to date (with copy-pastes getting new rules (Little Cup Maison anyone?)) and the PWT featuring more tournaments and all fan-favourite characters there are, pic related. Include Contests and we can have even more fan-favourite characters return.
