It's not just offense and defense, it's what types of offense and defense as well. Ground is ranked first in the chart, but it's weakness to ice and water really hampers it in competitive play.
The types of moves the type offers also play a role. Grass has one of the best utilities in the game, yet it's ranked lower than ice, rock, or electric.
