So my friend wants to try out Pokemon, which is the best one? She's never seen pokemon or played the games, i'm thinking gen 4 (that's the one i started out on and it got me hooked).

FireRed and LeafGreen. Kanto is an easy region to traverse and most non-fans only know about Kantomons. The games are also pretty simple as far as battling goes. Another game I'd suggest as a runner up is Sun and Moon because it's easy to learn Type matchups that way.
