What does GF have against them?

Unlikely, the move was created and named exclusively with Togedemaru in mind.
Volt Tackle is physical Electric's only only hope.

Funnily enough, Zing Zap is Togedemaru's signature move. Guess what his Steel STAB is? Gyro Ball! With 96 speed! No Iron Head, not even Metal Claw! The one electric mon that gets good physical Electric STAB, doesn't even get good STAB for his other type! It's like there's a price to pay for getting good physical electric moves.
