The moves it can abuse its new ability with are:

Backed up by 155 Attack and priority in Aqua Jet, i could see a Rock Polish set being very intimidating. If it is allowed to set up, it can tear teams a new asshole.

Despite this, its base speed is quite low, meaning that it NEEDS the setup, and it is stopped dead by Ferrothorn

I'd argue that Compoundeyes is better on this Butterfree than Speed Boost. You have one of the best setup moves in the game (Quiver Dance) and an almost 100% accurate sleep move. Definitely OU, maybe even banned.

This combination would give it a use that other ghosts don't have while refraining from making it derivative. Really, it just needs a niche that isn't accomplished far, far better by sableye, mimikyu, marowak, or aegislash and this could give it that.
