Can't confirm but I am up to 5 Dragon Scales that I can't use because Horsea is a mythical being in my town. Town over has given me 4 Sun Stones too, so maybe.

How would you suggest going about spoofing to get those region locks?
I'm not willing to pay thousands of dollars to get three pokes in a mobile game But at the same time I would be upset if I got permabaned for spoofing locations.
Advice?

So far my thinking is GPS my way on a trip around the world, turn off the app for a few days to simulate travel time between locations and then stick around in one city till I find the elusive shits and give the sense that I might actually be there for a few days.

No you don't. Prestige is like gym HP, and there are prestige breakpoints that determine the gym level. Every defender you beat reduces the prestige by 1000, with a bonus 1000 for sweeping the gym. So the quickest way is usually to sweep the gym over and over but it's still possible to beat the first defender repeatedly and chip a gym down 1k at a time.

even if you defeat all 10 pokemon it won't fall down a level until you do it again (there was a special clause about Lv10 gyms but I don't remember what it was)

I get errors, when fighting/training gyms a lot. Some times I have to restart the game for it to work but this brings another problem: I get white screen when starting the game a lot and have to restart the game multiple times to fix it. If the game weren't so dead I wouldn't be able to get a gym at all.
